PNRC 54 / APP 127 - Contractor's Sheds

Introduction
This article would introduce the content of PNRC 54 / APP 127 – “Contractor’s Shed”.
Self Regulation
To facilitate the development process, BA would issue a permit for the erection of a contractor’s shed based on certification by RGBC / RBP (i.e. no need for approval of plans by BA, but BA would carry out audit checks for some applications at random)
There are two types of self regulations which are:
Self Regulation by Contractor (if complying with the criteria)
Self Regulation by AP/RSE (if not complying with the criteria)
Statutory Requirement under B(P)R 53 - Contractor's Sheds
B(P)R regulates the statutory requirements for Contractor’s Sheds, as shown below –
B(P)R - 53 (1) - Application for erection
The specified form for Application for Permit to Erect a Contractor’s Shed is “Form BA18” as shown below-

Part I: Details of the shed (also regulated by B(P)R – 53 (1)(b), the details are as shown:
Also, RC’s AS appointed for the erection of contractor’s shed shall sign the form, no matter it is under self-regulation under Contractor or under AP/RSE.
B(P)R - 53 (2) - Permit issued by BA for Contractor's sheds (Form BD 108)
Upon application made, BA would issue the permit (Form BD 108).
The permit would specify –
The period of the shed.
Other conditions as BA may deem necessary. (such as Fire Safety Requirements?)
Renewal of pemit
The original Form BD 108
A written confirmation from the RGBC/RSC/AP/RSE that the previous certification on Form BA18 remains valid for the extended period under application.
B(P)R - 53 (3) - Contractor's shed for habitation
For contractor’s shed for habitation#, it shall be
Properly concreted or
Raised at least 1m above ground

5 Criteria for SR by Contractor
1. Dimension Aspect
Single storey
Storey height < 3m
Floor area < 230m2
2. Raised Floor for contractor’s shed
Shall not raised exceeding 1.5m
When we need raised floor?
Used for habitation (at least 1m).
Volunteer for waterproof.
3. Geotechnical concerns
Located at slope > 15º
Within 10m, overall gradient > 15º
Within 10m, slope >30º or higher than 1.5m
Within 10m, retaining wall >1.5m at height
If one of the above criteria reached, the contractor’s shed should be regulated by AP/RSE and provide GEO documents by RGE.
4. Location of shed
Not sited on a cantilevered structure
Not above hoarding or covered walkway*

5. Accessibility and Located at boundaries
The shed should be located within the boundaries of the building site.
The shed should not be readily accessible to the general public.
Shed do not meet the one of the 5 criteria set out above → certified by AP / RSE
Self Regulation by AP/RSE
AP / RSE submits supporting structural documents in respect of
Foundation Plan
Plans showing structural details together with structural calcalations
RGE submits supporting geotechnical if geotechnical concerns exists, such as Site Formation Plan
Fire Safety Requirements
Appendix B of this practice note sets out the fire safety requirements for contractor’s sheds:
For example, for sheds certified by Contractor
One 4.5kg CO2 or 9-litre water type fire extinguisher at each entrance
For example (2), for sheds certified by AP/RSE
For Single-storey > 230 m2, access for fire engine should not be greater than 30m travel distance from the shed (提供通道供消防車到達離屋棚 30 米的地方)
Constructed of combustible material
If a contractor’s shed is constructed of combustible material#, it should be located at least 3m from any other adjoining buildings or site boundary and such space should be kept clear.
Shed above a hoarding or covered walkway
A permit will not be issued if
The support of the shed is dependent on the structure of the hoarding/covered walkway
Any of its support obstructs the clear width of the hoarding/covered walkway (requirement refers to PNRC 4 – Hoardings and Covered Walkways – Building (Planning) Regulations Part IX)
